Parents oppose limiting fee-based places in universities
75% of families with children do not support reducing the number of fee-based places in higher education institutions. This is evidenced by the results of an all-Russian survey conducted by ROMIR on the basis of the Longitudinal System in early May 2025. The sample size was 1,500 Russians aged 18 and older.
In connection with the widespread discussion of the possibility of limiting the number of places in universities financed not by the federal budget, ROMIR conducted a study in May 2025 to find out how Russians perceive potential changes in admission rules.
In general, a negative attitude towards reducing fee-based places in universities prevails among respondents - 69% of respondents negatively assess this prospect. Respondents with children (two or more children) are especially concerned - 75% are against it.
77% of respondents believe that regulation will not lead to an increase in the quality of higher education, while they expect its availability to decrease. Russians are also concerned about the possible increase in corruption in admission to universities (46%), as well as increased competition for admission to budget places (44%).
Respondents also expressed their attitude to the idea that the state will regulate the number of fee-paying places in universities. The largest number of opponents were among residents of the Siberian and Central Federal Districts (31% and 28%, respectively), Russians aged 25-44 (25%), and respondents with higher education (27%). The largest share of those who spoke in support of such measures is observed among people aged 55 and older - 31% of respondents approve of the restrictions.
